A dry torque value is based on clean, unlubricated threads. Unless the procedure specifically identifies lubricated threads, clean the fastener and use the published dry specification.
Threadlocker is not a universal substitute for torque. Use it only where the TRX90X installation procedure calls for it, apply the specified grade and allow the required curing time. Never apply threadlocker to a fastener that must be removed in an emergency or to a component whose procedure requires a dry thread condition.
Choosing and using a torque wrench
