How difficult is the low volume insert to remove? I understand it is spot welded?

This is not designed to be modified and the core is not supposed to be removable at all. If you are considering something that can be quiet but have the insert pulled out i would go with the standard R-77 and not the EPA compliant model. The standard model can be made quiet with the quiet core, but it can be removed easily when the restrictions are not required.
