I like the upswept style of this system but I am also looking to convert twins to single can. Also, would this pass the track side sound sniffers in AZ and Cali?

Yes this full system will convert you to a single can on your 2008 SV1000. As far as sound goes, it will meet the AMA requirements for sound so I would verify what decibels they allow at your local track.
