No. The rims/spokes/hub are shown for reference only. They would not be included with the tire.

I got KTM 250sx. which tire should I go with 110/90-19 or 100/90-19?

You could run either but I would recommend staying with the stock 110/90-19 size on your KTM 250SX. There wouldn't really be any advantage to going down to a 100/90-19, the wider 110 tire will work better on your bike.

I have a 03 kdx50 and mine is pad brake? Will it still fit if I take the brake rotor off of this tire will it fit mine?

The wheel and rotor is not included with the tire. They are displayed in the picture for reference only. You would need to install the tire on your bikes stock wheel.
