If you decide to buy this exhaust, be fore-warned that you will need replacement gaskets for the headers. Yoshimura doesn't include them with the slip on. You will also seriously consider removing the stock exhaust like the instructions say to before cutting it to ensure you don't hit your swing arm, foot peg, or rear wheel if you use a hack saw or reciprocating saw. You can cut it with out removal but be sure to put a towel over your rim and swing arm first. I would have rated a 5 if the gaskets were included but because they weren't, I didn't remove the stock headers. This ehaust looks and sounds great!

when re-jetting the carbs, what sizes are recommended? also, what effect on gas mileage would these jets have?

The jetting specifications will vary based on your location and elevation. Without that information it would impossible to recommend jetting specs. For best results, please contact Yoshimura directly at 1-800-634-9166, and they can provide the recommended jetting for this exhaust based on your location.

When you buy it. does it come with 2 exhaust pipes for the ninja 250 that has 2 stock exhaust pipes already on it?
Do I have to buy it twice to get 2 exhaust pipes

This item for your 2003 Ninja 250 will come with dual pipes. Keep in mind the jetting would need to be modified for this exhaust. I would recommend getting a jet kit to compliment the exhaust so you get the most out of it.
