These Pants offer excellent Protection from the Elements & the Street, But more Suited for Cooler Weather.

Could the tourmaster quest pant be a suitable over pant? I'm 5' 9" tall, about 180lbs. you think XL is big enough?

Sure! These pants should work just fine as over pants (assuming you aren't wearing anything to bulky underneath). As far as the size goes, its quite hard to make an accurate recommendation without first knowing what size pants you wear. So keeping in mind that you are aiming for your overpants/pants to fit snug while riding, I'd recommend that you just go with whatever size you normally wear in jeans.
