I need a techbook for a 2009 yz250, and a 99 banshee?
i need a techbook that includes kickstart assembly, reeds, brake system, as well as assembly for headlights. which books would cover these things

This specific Techbook wouldn't be for a specific bike but would cover basic maintenance information for any motorcycle really. I don't see that we would carry a service manual for the 2009 Yamaha YZ250, you may have to get that book from a Yamaha OEM dealership. For the '99 Yamaha Banshee we have 2 different books available, the Clymer Service Manual and the Haynes Repair Manual.

Is this the same as a "clymer" service manual for atv's? Vehicle specific and has the torque specs and clearances for working on the bike?

This would be similar to the Clymer manual. Just made by Haynes instead of Clymer. This manual would have all the service information you are looking for just like the Clymer Manuals.
